Pledges win votes, become baggage
WASHINGTON - In their attempts to bend the officials at their discretion, advocacy groups have turned increasingly to a specific tool: the promise.
The commitment is probably the most famous person who commits these signatures to oppose any new tax increases. This commitment, organized by conservative activist Grover Norquist and his group, Americans for Tax Reform, was signed by every U.S. Senator and member of the House which is now Nebraska, with Reps. Tom Latham and Steve King, both R-Iowa .
"Over the last 10 years, there really has been a proliferation of this kind of thing," John Hibbing, a political science professor at the University of Nebraska-Lincoln, said in pledges.
He said they were particularly significant to the Conservative side of the spectrum.
The promises are more relevant than ever, with a special committee meeting in the fall to discuss ways to reduce the massive federal deficit. Created as part of the agreement to raise the debt ceiling, Congress will vote on the recommendations.
But if most legislators have signed the commitments not to increase taxes or not to touch the entitlement programs - or both - then how is a deal possible?
"If you sign the commitment and stick to it, then there is no reason to have a debate," Hibbing said.
At least one official of Nebraska found itself irritation sworn Norquist.
Rep. Jeff Fortenberry he signed in 2004 during his successful race to represent Nebraska's 1st District Congress.
But when the Lincoln Republican was asked about the pledge recently at a gathering of constituents, he said he no longer considered it binding.
"A while back, I had notified the organization that I had taken that pledge when I ran for office and upheld that my first term in office but realized that this type of pledge can constrain creative policy thinking, so I asked not to be associated with it any longer," Fortenberry told The World-Herald.
