Sacramento to weigh Brown's job creation plan

State lawmakers this week are expected to discuss the plan Governor Jerry Brown to stimulate job growth, according to a spokesman of the administration.

Brown wants to extend tax breaks for small businesses that hire more employees.

The governor's plan also reduces the sales taxes on purchases of new manufacturing facilities by 3 percent. It free start-ups of the sales tax deductions for their first three years.

"Stimulating job growth in California is a priority and this proposal is a crucial step in making sure the state is doing everything possible to support local job creation," Brown said in a statement.

Brown spokesman Gil Duran said the administration expects to see two bills introduced in both chambers this week. The administration is working to get bipartisan support, he said.

"We hope to get some action on that right now - that's when we need it," said Duran. "People in California need help with jobs now. The sooner we can sometimes, as this shift, the better. "

Brown's proposal to reform current state tax policy which, he said, "a shocking and perverse tax incentive that encourages multi-state businesses to create jobs outside the state."

Companies with a high number of workers have been disadvantaged by the current state tax law, said David Gollaher, president and CEO of the California Institute of Health.

Gollaher said the institute, an association of biotechnology companies in California, supports the plan.

"Historically, in California," he said, "there were two ways of calculating your income tax and recently you had an option to do so in two ways: one is a single factor sales, this which means you just watch your sales and calculate your income tax based on sales.The other way is a complex formula that takes into account the sales staff and owned properties in California.

Gollaher said switching California to a mandatory single-sales factor, which is what Brown proposes, "puts California companies on a level playing field and removes what had been a potential penalty for adding jobs and creating employment.
