Council will vote tonight on whether or not to allow modular homes in the Partridge Ave/Dorothy St. subdivision.

Saturn Trailer Park Ltd. owner Jack Pierce’s bid to amend the current zoning bylaw to permit the installation these homes met with strong opposition from the area’s four homeowners at a public meeting with Council Monday, August 8. The homeowners’ concerns centred around how the value of existing homes could be affected by the installation of lower cost, pre-constructed homes—and the fact that current homeowners  were required to sign an agreement with Pierce that stated they would not install a modular home on their property.

Pierce purchased the trailer park in 1989 and received permission to re-zone the area from a trailer to a R2 residential/multi-use area which permitted single-dwelling homes, apartment buildings and other structure types.

Pierce and wife Shirley offered two key reasons for their change of heart: They said they have tried in vain for 20 years to attract other buyers of upscale homes there, and even now, their intention is not to return the area to a trailer park. Rather, the Pierces emphasized that modular homes were not the ‘trailers’ of a few decades ago– but actually modern, attractive—even spacious—homes.

As for the agreement property owners signed, Shirley said, “that piece of paper is not a contract but [represents] our dream at that time.”

Council received five letters of opposition to the Zoning By-law amendment application (four individual, one joint submission from subdivision property owners), but Town clerk Angela Sharbot noted that the Pierce’s application “does not appear to be in conflict with the Official Plan.” She added that enabling new housing development was consistent with both the Town’s goal in light of the potential future growth, and the province’s northern growth plan.

For homeowner Vic Prokopchuk, the future economic growth potential here was precisely the reason to leave this one portion of town exclusively for traditional homes. He said that with a future mine here, there would be more demand for more costly housing, adding “once you allow modular homes in there, I doubt that Saturn Trailer Park will sell any more lots in that area for single detached dwellings, upscale ones of $250,000 or more.
